1. Export a working state machine from a PV380 config
2. Import into another PV380 config

I have not been able to reproduce this issue by following the steps you have provided. My recurring timer in a state machine exports/imports to a different configuration as a recurring timer. Do you have other details that would help us to find the root of the issue you have described?
