We have an external app that we are calling through the environmental variables interface.
To install it, we have been using a tgz tarball using the same format as the 2.1/2.2 configurators, which has been working but was broken by the recent 2.3 bootloader update.

Is there an example somewhere of how to create a bootloader tarball for 2.3?
Is this in the documentation anywhere?
